A works order records the bill and routing it was raised against, so a later revision does not change what is being made.

Booking that actually happens
Shop-floor users are unlimited on every plan. A per-seat price at the terminal is a reason not to book, and unbooked work is what makes costing useless.
The job stays as you planned it
The routing and bill are copied onto the order, not pointed at. A revision after the job is raised does not silently change what is being made.
Ship half early without losing the link
Split a job when half of it has to go early. Both halves keep their link to the order and to the material issued.
